I'm not sure I know what the question is, but let me give a try at this anyway.
The density of states in 1d is a bit funny because it diverges (as E^{-1/2}) at the top and bottom of a band. This is not actually a problem because the total number of states
integral dE g(E)
is still finite. This does not preclude the use of the effective mass picture, as the energy near the bottom of the band is still
E = E_bottom + hbar^2 k^2 / (2 m_e^*)
and at the top of the band
E = E_top + hbar^2 k^2 / (2 m_h^*)
