Yes, the way it is written you could set the electron density to zero!
I think the point is that you are supposed to assume that the system is overall electrically neutral and you change the electron density by changing R. (If you allow the charge not to be neutral you will get an enormous energy penalty!).
But yes, I agree the problem is badly written!
